The Constable's Office is a full-time office dedicated to provide the general public, law offices and other agencies with prompt service and professionalism.
Our office is conveniently located steps away from the Lawrence District Court where officers whom are sworn and well trained in the area of serving and executing civil processes will be pleased to meet your legal needs.
Our senior Constable, Giovanni Bloise-Freyre has been in the law enforcement field for over 19 years. In 1992 Constable Bloise-Freyre served the City of Haverhill as an auxiliary police officer. In 1993 he was appointed as constable for the City of Haverhill. and a few years later, was appointed in the City of Lawrence, Methuen and Lowell. Constable Bloise-Freyre earned a Bachelors Degree Cum Laude in Criminal Justice from Franklin Pierce College. He received his basic police officer training at the Reading Intermittent Police Academy and has completed various law enforcement trainnings. Constable Bloise-Freyre is also a former sworn police officer (Special State Police Officer) and an appointed Federal Process Server. Member of the Massachusetts Police Association and was employed as an On-Call Campus Police Officer at Merrimack College Police Department. To preserve his police power, Officer Bloise-Freyre was required to attend in-service trainning twice a year, oversees by the Massachusetts State Police. Such trainning consists of legal updates, re-certifications and defensive tactics.
In 1996 Constable Bloise-Freyre, met his wife and partner Julie M. Bloise-Freyre. Julie was then appointed as a constable in 1999. She is a graduate of Southern New Hampshire University where she earned a Bachelors Degree of Science in Business Administration and Marketing. Julie is also a gradute from the Massachusetts School of Law, where she earned a Juris Doctor in 2007. Julie and Giovanni Bloise-Freyre have been happily married since December 31, 2000 and working together since 1998.
